The Belgian government has launched a renewed AC4 application to better control and process declarations of excise goods. From 1 July 2026, its use will become mandatory and the current PLDA-AC4 system will be permanently discontinued. Within this new system, Transuniverse can offer significant added value.

This modernisation has been introduced because the previous system was considered too complex and prone to errors. With the new tool, the Belgian authorities aim not only to improve control efficiency but also to simplify the submission of declarations for companies and users.
In broad terms, the process remains familiar, but there are several important new features. The application is integrated into MyMinfin, allowing data to be automatically prefilled based on licences and Crossroads Bank for Enterprises (CBE/KBO) information. In addition, AC4 is being opened up to foreign operators and private individuals.
What do you need to do as a customer?
You must take a few steps to be able to work with the new AC4 application. You are required to open a customer account with Customs yourself. This account functions like a ”pre-paid card”: you deposit an amount onto it, which is then used to automatically settle the excise duties when submitting a declaration. You may also choose to work via a credit line and pay afterwards.
