New start date Phase 5 of NCTS

The introduction of NCTS P5 (Phase 5) will start on 30 March 2024. The FPS Finance informed us that the transition period, which was due to start on 29 November 2023, will be pushed back slightly to make sure the functionalities work properly. That transition period will end on 30 June 2024. So all stakeholders should have made the switch by then.

 

The New Computerised Transit System (NCTS) regulates transit declarations for goods in transit within the European Union. This needs to be thoroughly updated, partly because the datasets within the UCC (Union Customs Code) are changing. For example, the message format changes from edifact to XML. This happens behind the scenes and therefore has little impact on you as a Transuniverse customer.

 

However, two changes within NCTS P5 will have an impact: the mandatory submission of the HS commodity code (six digits) and of the fair value of goods (the lump sum disappears). This has long been a custom for shipments to and from countries outside the European Union, but so now it will also become mandatory for goods in transit within the EU.

 

Important for Italy

As indicated earlier, this has an impact on shipments to and from Italy transported via Switzerland. In many cases, this is the shortest route. Hence, from 31 March 2024, it will become necessary for all your shipments to Italy, to include the commodity code and value.

 

Note that during the transition period (31/03/2024 to 30/06/2024), both NCTS P4 and NCTS P5 will be allowed to be used.

 

It cannot be ruled out that the start of NCTS P5 will have to be postponed again. Should this be the case, we will inform you in a timely manner.
